HTX (Huobi) Russia Restrictions: Who Is Affected and What to Check

In the HTX Platform User Agreement, last updated in September 2026, Russia is listed among jurisdictions whose residents and people physically located there are prohibited from using all services. HTX has not announced a separate deadline to close positions or withdraw assets, according to Kod.ru on October 23 and Coinpedia on October 24, 2026; WEEX also does not provide services in Russia.

Who HTX considers to be from Russia

Clause 1.2 of the HTX agreement explicitly includes the Russian Federation among jurisdictions from which all services are prohibited. For this clause, a user is “from” a jurisdiction if they reside there or are physically located there; these are separate criteria, and the definition does not mention citizenship. In the same version, whose last-updated date is given only as September 2026, HTX warns that the list may change and that it may not provide notice of changes (HTX Platform User Agreement, clauses 1.2 and 4.4, last updated September 2026).

What to check in your account

Check notifications in your account and through official channels, as well as the actual status of available actions: open positions, pending orders, balance, and withdrawal availability. HTX's terms allow it to limit or suspend services, freeze or restrict withdrawals and transfers, terminate or close an account if the user is from a restricted jurisdiction (HTX User Agreement, clause 4.4(iii), last updated September 2026). If your account shows a restriction or a deadline, rely on the notice for that account and ask support about anything unclear through the official website or app.

Clause 4.4 of the HTX User Agreement (last updated September 2026) allows HTX to close an account with seven Business Days' notice; after that notice, the user has seven Business Days for necessary actions, including cancelling orders or closing positions. This is a general term, not a specific schedule for users in Russia (HTX User Agreement, clause 4.4). Coinpedia reported on October 24, 2026 that HTX had not disclosed when the restrictions took effect and had not confirmed whether suspensions of Russian accounts had begun (Coinpedia, October 24, 2026).

Why a news report does not determine your account status

Kod.ru reported on October 23 that HTX had not named a timeline for closing positions or withdrawing assets for Russian users; in an October 24 update, it reported the company's press service said deposits and withdrawals were operating normally. Coinpedia separately wrote on October 24 that HTX had not disclosed when restrictions took effect or confirmed whether suspensions of Russian accounts had begun (Kod.ru, October 23 and October 24 update; Coinpedia, October 24, 2026). These reports do not establish whether actions are available in a particular account: check its displayed status and the HTX notices that apply to you.

WEEX has a separate restriction

Clause 1.1(d)(ii) of WEEX's Terms of Use includes Russia among excluded jurisdictions and says residents of those jurisdictions may not open an account or access its services (WEEX Terms of Use, clause 1.1(d)(ii), updated July 7, 2026).
