Prosecutor's Office Raids Ziobro and Wipler Foundations. Searching for Money from Zondacrypto
Police from the Central Bureau of Cybercrime (CBZC) have been searching the offices of two foundations since Friday morning, which received money from the head of the collapsed Zondacrypto exchange, Przemysław Kral, or from his companies. The foundations in question are the Institute of Polish Sovereignty, led by former Minister of Justice Zbigniew Ziobro, and the foundation of Confederation MP Przemysław Wipler. The actions were commissioned by Investigation Team No. 4 of the National Prosecutor's Office, and confirmed by the spokesperson for the Attorney General, Anna Adamiak. The Ziobro foundation received PLN 450,000, while the Wipler foundation received EUR 70,000.
Wipler's Foundation is Named Differently than the Prosecutor's Office Provided
The spokesperson referred to the foundation as "Dobre Państwo" (Good State), and this name was repeated by most media. Meanwhile, since May 2023, Wipler has been heading the Good Government Foundation (KRS 0001037202). This is a think tank of the Confederation based at Nowogrodzka 6A in Warsaw, and its program council is led by Sławomir Mentzen. The Good State Foundation also exists, but as a separate entity with a different registration number. It was the Good Government Foundation that was mentioned by Prime Minister Donald Tusk in April, citing findings from the Internal Security Agency (ABW), and this name was used by TVN24 in the first version of Friday's report. The prosecutor's office has not yet clarified the discrepancies.
Money flowed to the foundations every few weeks. Between July 28, 2025, and January 7, 2026, Kral's company sent seven transfers of EUR 10,000 each, totaling about PLN 300,000. The foundation did not have contracts with the exchange, and one of the transfer titles included an invoice number. At the same time, EUR 90,000 was received by the company Fiverand Krzymowski, owned by long-time associate of MP Michał Krzymowski. The basis was a PR services contract with Kral's Czech company Expofer Servis House. The offices of the foundation and the company are located at the same address, both rented by Wipler.
The transfers began immediately after Wipler and Krzymowski's visit to Kral in Monaco in July. A few days after that meeting, the MP defended the exchange from the parliamentary podium, and on July 28, the first EUR 10,000 was credited to the foundation's account. Wipler explains that the foundation was conducting analyses for the company and advising it on image matters. He denies having submitted or consulted amendments to the law or lobbying for a veto from President Karol Nawrocki. However, Attorney General Waldemar Żurek stated in an August statement regarding the investigation that the financing of Wipler's foundation is being examined "in connection with the ongoing legislative process."
PLN 450,000 through a Former CBA Agent
Ziobro does not deny taking the money. In an interview with TVN24 and Wirtualna Polska, he admitted that he personally asked Kral for support, with Artur Chodziński, a former officer of the Central Anti-Corruption Bureau (CBA), acting as an intermediary, who worked for the head of Zondacrypto after leaving service. Ziobro assures that he never met Kral, did not even talk to him, and was unaware of the exchange's troubles.
Kral provides a different version, cooperating with investigators. His testimony was read by Prime Minister Tusk in the Sejm on September 4. It indicates that an agreement was made with the minister for PLN 2 million in exchange for "smoothing over" the exchange's issues after the right-wing returned to power. Kral was supposed to transfer PLN 500,000, while the rest was blocked by the bank, which terminated his account. The amount in the testimony differs from the PLN 450,000 mentioned by ABW and confirmed by Ziobro. PiS leader Jarosław Kaczyński admitted at that time that Ziobro made a mistake but did not know who he was dealing with.
Ziobro's asset declaration shows that he borrowed PLN 57,000 net from his own foundation for legal defense. The former minister has been in the USA since May 9. In Poland, he is pursued by a wanted notice regarding the Justice Fund; on July 1, the District Court in Warsaw upheld the decision for his temporary arrest, and the prosecutor's office sent a request for extradition to the Americans. Therefore, investigators are searching the foundation he heads in his absence.
Six Political Threads in One Investigation
Żurek mentioned in August six paths through which money from Zondacrypto could have entered politics. Besides the foundations of Ziobro and Wipler, these include Telewizja Republika and its president Tomasz Sakiewicz, the CPAC conference, possible benefits for the then-president of the Polish Olympic Committee (PKOl) Radosław Piesiewicz, and individuals who assisted the fugitive former Deputy Minister of Justice Marcin Romanowski. Piesiewicz has already been arrested.
The investigation was initiated on April 17 by the Regional Prosecutor's Office in Katowice and concerns fraud against exchange clients and money laundering. At the outset, damages were estimated at at least PLN 350 million, and several thousand notifications have already been submitted. On July 30, the case was merged with the investigation into the disappearance of Sylwester Suszek, the creator of BitBay, Zondacrypto's predecessor, who has been missing since March 2022. Since October 1, the entire case has been led in Warsaw by a team under prosecutor Marek Wełna. The Estonian exchange operator, BB Trade Estonia, is in bankruptcy, and the trustee found EUR 167,000 in it. Clients are still waiting for their money. Politicians whose foundations received money from Kral are now waiting to see what investigators will uncover from their offices.
