U.S. Could Soon Expand Its Bitcoin Reserve
Senator Bill Hagerty stated that the United States could increase its strategic reserve of bitcoin (BTC) once Congress approves the Clarity Act. Currently, the reserve mainly consists of seized bitcoins, with estimated holdings of 328,000 BTC, approximately 1.56% of the total bitcoin supply, valued between $26 billion and $28 billion in October 2026. The reserve was created by Executive Order 14233 in March 2025, which stipulated that bitcoins obtained through seizures be retained rather than sold. The Clarity Act, passed by the House in July 2025, aims to define the competencies of the SEC and the CFTC, but did not pass a vote in the Senate in September 2026. Additionally, the proposal H.R. 8957, which seeks to formalize the reserve and establish a 20-year lock-up period for the bitcoins, advanced in the House Financial Services Committee. The distinction between retaining seized bitcoins and purchasing them with public funds is crucial for the future of the reserve, and any expansion will depend on financial mechanisms and the corresponding legal authorization.
