Ukraine Plans 2027 State Budget with $32.6 Billion Deficit

The Ministry of Finance of Ukraine is developing a draft state budget for 2027 with an uncovered deficit of $32.6 billion. The ongoing war is expected to continue, impacting the country's financial needs. The basic annual requirement for external financing is around $50 billion, which aligns with the calculations of the International Monetary Fund. Finance Minister Serhiy Marchenko noted that due to intensified Russian attacks, Ukraine is close to a liquidity deficit situation similar to that of 2022 and anticipates a challenging winter. To address financial issues, the minister urged European ministers to support an updated plan for utilizing approximately $300 billion of frozen Russian assets, which includes measures to reduce legal risks and redistribute responsibility for legal disputes with Russia among all European Union countries. Earlier, Ukraine agreed with the IMF on a financing plan for 2026-2027.
