Military Personnel Allowed to Report Corruption and Protected from Prosecution
The Cabinet of Ministers has supported a bill from the Ministry of Defense that expands the rights of military personnel in the area of preventing corruption. The changes pertain to the Disciplinary Statute of the Armed Forces of Ukraine, allowing military personnel to report corruption violations even if they do not personally affect the reporter. The bill also provides protection for military personnel from prosecution for such reports. Service members will be able to choose the channel for reporting corruption: internal channels through the Unified Portal for Whistleblower Reports or special hotlines; regular channels to the National Agency for Prevention of Corruption (NAPC), National Police, National Anti-Corruption Bureau (NABU), State Bureau of Investigation (DBR), or the prosecutor's office; external channels through media, public organizations, or professional unions. The Director of the Department for Prevention and Detection of Corruption at the Ministry of Defense, Colonel of Justice Sergey Stepanyan, emphasized the necessity of adopting the bill for the legal protection of military personnel. For the law to come into effect, it must be reviewed by the Verkhovna Rada and signed by the President of Ukraine.
