HTX Ends UK Activity as FCA Secures Court Undertakings on Crypto Promotions

TL;DR: The FCA says HTX is no longer active in the UK following a settlement over financial promotions. The agreement does not constitute an admission of wrongdoing.

The Financial Conduct Authority says HTX has ceased UK activity after a settlement in litigation over cryptoasset promotions. The October 29 announcement describes restrictions on attracting new UK users and accepting deposits, with existing customers directed to the exchange's official arrangements for residual assets.

The outcome shows why an exchange's global availability and its ability to serve a particular jurisdiction need to be assessed separately.

The settlement changes the customer relationship

In its announcement, the FCA said it had secured High Court undertakings that HTX would not knowingly promote cryptoasset services unlawfully to UK consumers. New UK customers cannot register, and deposits are no longer available.

The regulator said HTX would not target, solicit or actively seek UK consumers. It also made clear that the settlement does not constitute an admission of liability or wrongdoing by Huobi Global or another person or entity.

That qualification matters. A negotiated restriction and an admission of the regulator's allegations are different legal outcomes, even when the commercial result is a withdrawal from a market.

The proceedings have a longer history

The FCA's published proceedings page records a sequence of court documents, beginning with the October 2025 claim and extending through the October 2026 orders. It provides the procedural background behind the latest announcement.

This is relevant because enforcement against an overseas platform is rarely a single action. Identifying defendants, serving proceedings and obtaining effective restrictions can involve several stages.

For other crypto businesses, the operational implication is that jurisdictional controls need to be reflected in more than the wording of a disclaimer. Marketing channels, onboarding systems and service access all form part of the practical customer relationship.

A platform also needs consistent information across those channels. A registration screen that rejects an applicant while a promotion still invites that same customer to join creates avoidable confusion. The practical task is to align the messages, account permissions and support responses so that the legal restriction has an intelligible effect for the people encountering it.

Permission checks need to match the service

The FCA's warning page for HTX gives the regulator's view of the firm's permission status and the limitations on UK consumer protections. A recognizable exchange brand should not be treated as evidence that every service it offers carries the same safeguards in every country.

Even where a business has some form of registration, the scope matters. A permission for one activity does not necessarily cover another, and a registration entry is not a general guarantee of asset recovery.

For consumers, the most useful check is therefore the exact legal entity, the activity being offered and the relevant regulator's current record, rather than a broad claim that a group is regulated somewhere.

Residual balances are a separate operational issue

Closing a market to new business and handling existing customer assets are distinct tasks. Customers need accurate information about the arrangements applicable to their own accounts, including any service limitations or deadlines.

The FCA directs UK users to HTX's published information. That is more reliable than assuming that a general headline creates an identical withdrawal procedure for every account. The announcement itself does not provide a universal deadline or promise of instant processing.

The wider significance is a clearer boundary around the UK business. For the exchange, the next measure of an orderly exit is how consistently it implements the restrictions and communicates with affected users. For the industry, the case illustrates that operating across borders does not make local promotion rules irrelevant.
