Health Ministry Audit Reveals Errors of 6.09 Billion UAH
The Accounting Chamber has completed a financial audit of the Ministry of Health's reporting for 2025, covering 217.2 billion UAH in cash expenditures and 32.9 billion UAH in assets. Auditors noted that uncorrected errors remained in the reporting amounting to 6.09 billion UAH. The largest distortion is related to financial investments, which were understated by at least 5.1 billion UAH. Additionally, an overstatement of the Ministry of Health's accounts receivable was established at 590 million UAH, including 265.3 million UAH for expired goods and 324.7 million UAH for used property. In the National Health Service of Ukraine (NHSU), accounts receivable were overstated by 502.1 million UAH. The Ministry of Health did not disclose information about assets amounting to 1.1 billion UAH and internal accounts receivable of 168.1 million UAH, which are accounted for in temporarily occupied territories. Auditors were unable to confirm some indicators due to issues with the accounting of intra-group operations. During the audit, the Ministry of Health corrected errors amounting to 295.4 million UAH. The Accounting Chamber provided the Ministry of Health with 16 recommendations and the NHSU with four, including improvements in accounting practices and more comprehensive disclosure of information.
