Solana Co-founder Calls PRAW the Best Base Fee Proposal

Solana co-founder Anatoly Yakovenko stated that PRAW is the best base fee proposal, as applications can adjust their business logic in real-time to assess the quality of transactions. Some large transactions may be good (like routers), while others may be bad (like arbitrage), and this should be determined at the application layer. Applications should charge for bad transactions and use those fees to subsidize good transactions. Regarding network revenue, Yakovenko mentioned that all PRAW fees will ultimately be converted into priority fees in some form.
