U.S. Treasury Expects to Raise $739 Billion in Borrowing This Quarter
The U.S. Treasury expects to raise $739 billion in borrowing between July and September and plans to repurchase some old bonds. The Treasury anticipates that the cash balance will reach $950 billion by the end of September, with an additional $628 billion in borrowing planned for October to December. The repurchases will not replace regular auctions; the Treasury will distinguish between new issuances and repurchases. New issuances are intended for government financing and maintaining the liquidity of benchmark bonds, while repurchases are aimed at reclaiming some old bonds or for cash management. In its refinancing statement in August, the Treasury authorized up to $38 billion in liquidity purchases and $25 billion in short-term repurchases for this quarter. Typically, repurchased bonds will be replaced by new issuances, allowing for the selling and repurchasing of debt within the same financing cycle without altering the core logic of financing. This plan is viewed as a tool to maintain normal market operations, with repurchases distinct from the Federal Reserve's asset purchases, funded by the government's cash balance, and the purchased securities will exit circulation.
