Trump's Order Does Not Require U.S. Government to Purchase Bitcoin
Donald Trump issued an order in March 2025 to create a strategic reserve of Bitcoin for the United States, but this decision did not obligate the federal government to purchase Bitcoin from the open market. The current reserve is based on seized government assets, and any increase in its inventory must be done without imposing new costs on taxpayers. According to this order, the transferred Bitcoins to the reserve must be held as a long-term asset. The Department of the Treasury and the Department of Commerce are authorized to explore strategies to increase the reserve's inventory, but these strategies must be budget-neutral. Some sources estimate the U.S. government's Bitcoin holdings to be around 328,000 units, but this figure is not official. Bill H.R. 8957, titled "U.S. Reserve Modernization Act," passed the House Financial Services Committee on September 16 with a vote of 28 to 21. If finalized, this bill will create a legal framework for managing and auditing the government's Bitcoin assets. At the same time, the transfer of 2,650 Bitcoins, valued at approximately $205 million, from a wallet associated with Trump Media to the exchange Crypto.com raised speculation about the sale of these assets, but the company stated that the Bitcoins were not sold. As a result, the creation of a strategic Bitcoin reserve currently means the preservation and management of seized assets.
