Putin Shifts Responsibility for Fuel Crisis to Government
Vladimir Putin acknowledged fuel issues in Russia, shifting the blame for the gasoline shortage at gas stations to the government. He noted that the shortage is not a widespread problem, causing only "certain inconveniences for people." Deputy Prime Minister Alexander Novak confirmed a "second stage of tension" in the fuel market. According to BenZinMap, as of August 23, 63 out of 85 regions support restrictions on gasoline sales, with local disruptions or price increases observed in 19 regions. Fuel sales limits have been introduced in Moscow, despite priority supplies ahead of the State Duma elections. "Gazpromneft" has restricted the sale of gasoline and diesel to 40 liters per vehicle, "Tatneft" to 50 and 60 liters respectively, while "Rosneft" has limited sales to 30 liters at all gas stations. The fuel crisis has intensified following attacks on oil refineries, which have knocked out up to 40% of capacity. Fuel shortages are being reported in several regions, including Astrakhan, Volgograd, and Chelyabinsk. Starting from July 2026, Russia began importing petroleum products and imposed a ban on diesel fuel exports. Requests for gasoline canisters on Wildberries increased fourfold in the week from August 12 to 18.
