Oracle Cancels $7 Billion AI Lease with Tencent

Oracle has canceled its AI computing power lease contract with Tencent, valued at approximately $7 billion, due to pressure from the Trump administration. This was Tencent's largest overseas computing power lease, planned to last for five years, providing up to around 100,000 advanced AI chips through multiple data centers in Southeast Asia. Tencent chose to lease chips overseas because the U.S. restricts the export of advanced AI chips to China, but Chinese companies can still remotely lease computing power deployed overseas. U.S. officials have expressed concerns about the deal. Meanwhile, NVIDIA has reportedly requested that overseas cloud service providers offer at least 51% of their services to non-Chinese customers, although this requirement is currently non-mandatory guidance. These events indicate that the U.S. is tightening the channels for Chinese AI companies to access overseas computing power, with restrictions extending from chip exports to overseas leasing transactions.
