He argues that a useful digital asset system must establish five fundamental rights: creation, issuance, storage, transfer, and usage. These rights should be based on financial privacy and market accessibility, and the value of assets depends on what the owner can do with them. Additionally, he acknowledges the difference between digital tokens and digital capital while stressing the importance of preserving ownership and freedom. Saylor highlights the need to create an environment where 10 million startups can raise capital, enabling digital intelligence to generate new businesses and opportunities.
