The Korea Internet & Security Agency (KISA) will revise its evaluation method for blockchain support projects in light of the 'ghost app' controversy. New performance indicators will be established, and a post-verification system will be strengthened to directly check the operation of app and web services. KISA will conduct performance assessments on a total of 95 projects, including 83 blockchain pilot projects and 12 API development support projects, initiated from 2021 to 2025. This assessment will introduce new evaluation criteria that can measure medium- to long-term outcomes beyond just the initial goal achievement. To directly verify service operations, KISA will access app and web services to check whether their functions are operating normally, and services requiring additional checks will be investigated through on-site visits. The method for analyzing economic ripple effects will also be revised, with new indicators developed to measure the impact of support projects beyond just the number of new jobs created. The results of the performance assessment will be used to improve future support projects. Based on the survey results, KISA plans to select best practices and produce a case study analyzing success factors and implications. The enhanced performance assessment method is interpreted as a measure taken in response to concerns over inadequate post-management.
