French Hill Advocates Bipartisan Support for Clarity Act
U.S. Congressman French Hill emphasized the need for bipartisan support to advance the Clarity Act, a crypto market structure bill, before the midterm elections. Hill stated that Democrats and Republicans are working to narrow their differences in drafting the bill. Pro-crypto lawmakers aimed for the Clarity Act to pass before Congress's August recess, but a vote is now scheduled for September 15. Hill highlighted the importance of collaboration to ensure the U.S. leads in distributed ledger technology and financial services. The remaining significant issue is the ethics provision, which he believes can be resolved by passing the legislation, placing all individuals under a regulatory framework scrutinized by U.S. government regulators. The Clarity Act, introduced by Hill last year, aims to create a framework for distinguishing between securities, commodities, and stablecoins. Although the House of Representatives passed the bill last July, it has faced delays due to conflicts between the banking lobby and crypto companies regarding stablecoin yields. A new draft addressing ethics, which prohibits government officials from profiting from crypto, began circulating in July. Some Democrats have called for amendments, while others, including Republicans like Cynthia Lummis, accused them of stalling the bill. Coinbase's Chief Policy Officer praised the bipartisan efforts, noting that younger Democrats are eager to pass the legislation. In August, President Donald Trump stated that passing strong legislation is crucial for the U.S. to maintain its leadership in Bitcoin and crypto.
