Fines up to 170,000 hryvnias for Russian music and language control

The parliamentary committee on humanitarian and information policy has recommended that the Verkhovna Rada adopt bills banning Russian music content and expanding the use of the state language. The playing of songs in Russian is prohibited in cafes, restaurants, and shops. Fines will range from 8,500 hryvnias for the first violation to 170,000 hryvnias for repeated offenses. A bill that improves the enforcement of state language norms has also been supported, including the mandatory use of the Ukrainian language for officials and educators. Procedures for state control and the review of complaints are being expedited. The deputy chair of the committee, Yevgenia Kravchuk, noted that clarifications will be provided to international partners. The introduction of strict sanctions is linked to the ineffectiveness of existing restrictions. The authors of the initiative emphasize the need to create a mechanism of accountability to exclude Russian music products from the public space. The committee has also initiated an appeal to the Prime Minister to develop a crisis support program for Ukrainian publishers. Decisions have been made to restore the building of the Ukrainian Book Chamber, including a request for funding and changes to legislation.
