Apple Proposes 15% Commission on Off-App Payments
Apple has submitted a new proposal to the U.S. District Court for the Northern District of California, aiming to charge a commission on purchases made through external links in iOS apps, with a standard rate of 15%. Regular app developers who guide users to complete purchases via external links will pay a 15% commission. Developers enrolled in Apple's Small Business Program will see their rate reduced to 5%. Developers participating in specific partnership programs, including the Video Partner Program, News Partner Program, and Mini Apps Partner Program, will qualify for a 10% rate. The rate for subscription renewals is also proposed to be lowered to 10%. The Supreme Court denied Apple's request to pause the lower court's proceedings, leading Apple to disclose its new fee structure, which means the lower court will continue to review its off-app payment charging arrangements. Apple stated that the fees are intended to recoup its investments in tools, technology, and services to maintain the App Store and related software ecosystem. Apple also compared its proposal to Google Play, stating that Google Play charges a 20% fee for off-app link payments for standard apps, with some special projects at 15% and subscription renewals at 10%.
